TPLB Announces Fines, Warnings and Disciplinary Decisions Following September 3 Meeting

The Tanzania Premier League Board (TPLB) League Operations and Management Committee, during its meeting held on September 3, 2026, reviewed the progress and various incidents from the league and made the following decisions:

NBC Premier League Match No. 017: Singida BS 1-2 Simba SC

Singida Black Stars Head of Information and Communications, Hussein Massanza, has been fined Sh10,000,000 (ten million shillings) for criticising and using abusive language against the referee of the above-mentioned match in an online post, in violation of Regulations 49:3 & 49:4 of the Premier League concerning the conduct of club information officers.

The punishment is in accordance with Regulation 49:7 of the Premier League concerning the conduct of information officers.

Singida Black Stars Information and Communications Officer Pablo Almasi has also been fined Sh10,000,000 (ten million shillings) for sharing posts on his Instagram account containing content that defamed the referee of the above-mentioned match, as well as mocking the Football Video Support (FVS) technology during the match between Young Africans and Coastal Union, in violation of Regulations 49:4 & 49:5 of the Premier League concerning the conduct of club information officers.

The punishment is in accordance with Regulation 49:7 of the Premier League concerning the conduct of information officers.

Match No. 031: Singida BS 4-2 Polisi Tanzania

Polisi Tanzania have been fined Sh10,000,000 (ten million shillings) for including only one player from their youth team on the list of 21 players for the match, contrary to the requirements of Regulation 17:6(6.2) of the Premier League concerning match procedures.

The punishment is in accordance with Regulation 17:62 of the Premier League concerning match procedures.

Match No. 032: JKT Tanzania 2-1 Namungo FC

Namungo FC have been issued a stern warning for arriving late at Major General Isamuhyo Stadium in Dar es Salaam ahead of the above-mentioned match on August 29, 2026.

Namungo arrived at the stadium at 7:55 p.m. instead of 7:30 p.m., contrary to the requirements of Regulation 17:15 of the Premier League concerning match procedures.

The punishment is in accordance with Regulation 17:62 of the Premier League concerning match procedures.

The Committee reminds all teams to fully comply with Regulation 17:15 of the Premier League concerning match procedures.

Match No. 033: Simba SC 2-0 Geita Gold

Geita Gold have been issued a stern warning after their officials arrived 15 minutes late for the pre-match technical meeting and coordination session.

The punishment is in accordance with Regulation 17:62 of the Premier League concerning match procedures.

Geita Gold have also been fined Sh10,000,000 (ten million shillings) for being represented by only two officials at the pre-match technical meeting and coordination session, contrary to the requirements of Regulation 17.29(2.1.1).

The punishment is in accordance with Regulation 17:62 of the Premier League concerning match procedures.

Match No. 034: Kagera Sugar 0-2 Azam FC

The League Operations and Management Committee has rescinded the red-card suspension issued to Azam FC player Gibril Sillah in the above-mentioned match after reviewing video footage and a report from experts and determining that the player did not deserve the punishment.

The decision was made in accordance with Regulation 12:8 of the Premier League concerning league management.

The fourth official of the above-mentioned match, Greyson Buchard of Kagera, has been issued a stern warning for displaying shortcomings in officiating resulting from a failure to properly interpret the Laws of the Game.

The punishment is in accordance with Regulation 43:1(1.8) of the Premier League concerning the conduct of referees.

Azam FC have also been issued a stern warning for being represented by their assistant coach at the pre-match press conference, contrary to the requirements of Regulation 17:57 of the Premier League concerning match procedures.

The punishment is in accordance with Regulation 17:62 of the Premier League concerning match procedures.

Match No. 03: Singida BS 3-2 Namungo FC

The case involving Singida Black Stars Competition Manager Tabitha Kidawawa has been referred to the Tanzania Football Federation (TFF) Disciplinary Committee after she committed repeated ethical violations during her club’s NBC Premier League home matches.

The punishment is in accordance with Regulation 47:9 of the Premier League concerning the conduct of officials.

NOTICE

The Committee has lifted the 12-month ban imposed on former IAA head coach John Zongwe. The coach submitted a request for a reduction of his punishment, explaining the lessons he had learned during the suspension and promising to become a good ambassador for other coaches.

Zongwe had been banned for 12 months after it was discovered that he fielded a player who, during the registration process to join IAA, used the name Joseph Ombeni (his correct name) instead of Bryson Urio, the name recognised in the system, in order to complete his registration with IAA. This was deemed to have violated player registration procedures.

Zongwe had already served six (6) months of his punishment, a factor that was also taken into consideration in the decision to allow him to return to football activities.
